ENLETS Launches Technology Interest Group on Digital Transformation

ENLETS is pleased to announce the establishment of a new Technology Interest Group (TIG) on Digital Transformation, reinforcing its commitment to supporting Member States as they navigate the evolving digital landscape of law enforcement.

Building on earlier initiatives such as Digital Workspace, the new TIG introduces a more holistic, strategic and operational approach to digital transformation, addressing not only technology but also methodology, organisational change and long-term vision. As outlined in the concept paper, digital transformation represents a fundamental shift in how law enforcement operates, makes decisions and delivers services, going far beyond simple digitalisation.

A Structured and Forward-Looking Approach

The Digital Transformation TIG will focus on three key dimensions:

  • Methodology and processes, including strategies, roadmaps and structured approaches to transformation.
  • Technology domains, including AI, Open-Source Intelligence (OSINT), ICT integration, real-time intelligence and emerging innovations.
  • Social, legal, ethical and cultural aspects (SLEC), with a focus on people, trust and organisational change.

This approach reflects the understanding that digital transformation is “80% people and 20% technology”, requiring changes in leadership, mindset and working methods.

Agile, Collaborative and Operationally Grounded

The TIG will operate in an agile and flexible format, enabling ENLETS members to explore a broad range of digital topics while actively exchanging experiences and lessons learned. It will primarily be organised as a series of online webinars, maintaining flexibility in its approach and actively inviting Member States to present their work and ongoing activities in the field of digital transformation. It will also provide a space for engagement with academia, research institutions, and industry partners, ensuring that strategic discussions remain closely connected to operational realities. Through this approach, the initiative will also strengthen cross-border cooperation and interoperability, promote data-driven policing, and ensure that all activities remain firmly aligned with relevant legal and ethical frameworks.

Kick-Off Meeting – 18 March 2026

The online kick-off meeting of the Digital Transformation TIG was held on 18 March 2026, marking the formal launch of the initiative. One notable part of the meeting was the national perspective from Ireland, showcasing practical approaches and technologies. The presentation delivered during the meeting further elaborated on several key principles, emphasising the need to “work differently, not just digitise existing processes.” It highlighted a broader shift towards data-driven and intelligence-led policing, where decisions are increasingly informed by timely and relevant data. The discussion also underscored the importance of agile, multidisciplinary, and network-based collaboration, bringing together diverse expertise to address complex challenges. In addition, it stressed the development of digital skills and competencies, as well as the emergence of new professional roles required to support this evolving operational environment.

Discussions confirmed strong interest among Member States and highlighted the importance of aligning strategic ambitions with operational needs.

Next Steps

Following the kick-off, the Digital Transformation TIG will move forward with:

  • Dissemination of a survey to identify Member States’ priorities and areas of interest.
  • Development of a structured activity plan, including meetings, workshops and expert sessions.
  • Engagement with industry, academia and EU-funded initiatives to present their work.
  • Continued exchange on strategies, methodologies and operational solutions.

Through this new TIG, ENLETS continues to strengthen its role as a platform for innovation, cooperation and capability development, supporting Member States in building resilient, future-proof and digitally enabled law enforcement systems.

From ENLETS Contact to Joint Training: Polish and Slovak Counter-Terrorism Units at Lešť

Counter-terrorism officers from the Mazovia region (Poland) took part in a joint operational training in Slovakia. The officers were invited by the Special Police Unit PPÚ Bratislava and trained together at the Lešť Training Centre in Slovakia from 23 to 27 February 2026, enhancing cross-border cooperation and operational readiness. This initiative directly resulted from ENLETS collaboration, demonstrating how international partnerships can be translated into practical actions.
